Spray Paint?

I have a 2006 Acura TL and it was owned by my uncle before i had it and it has some sort of spray paint looking stuff on the front bumper and i was wondering if there was anything that could remove it?

This is the spray paint or what ever it is it feels like fine grade sand paper

its been resprayed, guaranteed. cant be removed, will need to repaint. looks like a bad job since it oversprayed onto the headlight.

btw good choice on hankook v12 tires

Any probabliity a little rubbing/ cutting compound would help? Just a thought.

You could give a clay bar a shot? But judgeing by the pic, dosent look like it will do much.

thanks for the suggestions, I was already thinking about clay baring the whole car. Any suggestions on clay bars?

They are all pretty similar, I usually get a kit that comes with the detailer and a microfiber cloth, etc. The mothers kit was $15 at walmart last time I bought one.
