Rust from Rock Chips

I was washing the ride yesterday and I saw a small rust spot beginning to develop on the fender. I don't want this to spread, so is there anyway to control it or fix it that you guys have tried and worked successfully?

The city uses a mixture of salt and sand on the roads during winter, so I try to wash it at least once every 2 weeks.

On my old TL I had an electronic rust inhibitor installed and also washed it using the Esso touchless car wash luxury wash fairly often which has the rust inhibitor. I had 225,000 kms on that car with no rust except for the usual rotors. With my new one it doesn't have the electronic device but I still made sure to wash it a couple times using the rust inhibitor, wax, dry procedure once I got it.... hopefully that will help to keep the rust off.... Looks like my hood has some rust spots which will need to be addressed at some point.... barely noticeable now but I am thinking a new hood would be in order down the line. I am also interested in hearing others suggestions.

stick a piece of sandpaper on the end of a pen or a pencil and just feather the rust spot, then blow all the flakes away. Apply paint over spot via Acura touch up pen, wait for it to dry then buff it ?

would it be noticeable that it has been fixed
