is this just grease from the torn boot or is this a leaky seal? If leaky seal only option is replace steering rack?

That boot is just meant to be a dust cover, oil dripping out means the seals are blown. So yes, replace or rebuild. Also if you're steering rack seals are shot your power steering pump seals are likely toast as well. Rebuiling the pump with new seals is easy to DIY.

ive not noticed any dripping. Ive had two mechanics say “naw thats just grease u just need a new boot”, then on acura groups seeing the pic its suggested to get a new rack. So definitely get the rack? Is it best to just find and purchase a used rack or rebuild this one?

I can only assume your "mechanics" are referring to the CV boots that contain grease which is an entirely different part. If you can find a reputable mechanic that can rebuild with OEM seals it's pricier but will last the longest. If you go with the used route, confirm it atleast has low mileage. 20-year old seals over 200K can be a toss up.

Also look up above the boot to see if theres any engine oil dripping from above. If your PS fluid is near the top mark it likely your boot was just worn from the dripping engine oil.

i do have oil leak trying to pinpoint exactly where. Ill look to confirm if its dripping onto that area as well but i know its leaking in the front of the car. Local shop says i need to replace valve cover gaskets and to replace spool assembly, oil pressure switch,pcv valve also.
