Recurring power steering whine.
I have been having issues with my power steering system for over a year now, and neither myself or my mechanic can figure out what the issue is. The system gives out an awful whine when the car has warmed up whenever turning the wheel or driving at parking lot speeds. Bubbles are present in the reservoir and you can almost feel an inconsistency in the steering while turning. So far, we have installed a new power steering rack twice, power steering pump twice, and changed out 2 of the o-rings. The problem seems to go away every time the fluid is flushed and new fluid is added (with each repair), but then the same whine comes back after a few months.
What do you guys think? Looking forward to hearing your ideas and suggestions.

My first guess is that you are using the wrong Power Steering Fluid. Did you check your owners manual? It says specifically to use the Honda/Acura Power Steering Fluid. You can't just use any ATF or any universal power steering fluid or what you describe happens.

Honda's seem to be finicky with the fluids they accept. Switch to OEM fluid and see if it help.
Bubbling in the fluid makes me think there is air in the system or getting into the system somehow. Is there any fluid leaking anywhere in the system? Maybe one of your hoses has a tiny pinhole leak or something. If replacing all of those parts twice didn't solve the issue, then maybe it's another component of the system.
