Problems with coils

Ok so i ordered tein basics for my car and got them in today and i was installing them today the first thing i noticed that was a lil odd was with the coil nuts all the way lowered the spring on and the top hat on and tightened there was about an inch and a half to two inches in between the spring and top hat with the spring sitting on the nuts i just though that was normal because they were smaller springs so i proceded to install and when i got the fronts on and the the tires and stuff on i went to set the car down now this is with the coil nuts all the way up the car was so low the tire was hitting the fender now i dont know if i did something wrong if they sent me the wrong parts any help would be appreciated

exactly what I was thinking as well. Just for reference the small skinny w/ top spring seat goes in front. The big one with no spring seat is for the back.
