Problem with front plate mounting

Have 2006 tl bought a front license plate mount bracket at dealership. Screwed into holes that have cap covers on bumper. Find that the top of the mount plate tends to flap towards the bumper, have 1/4" gap. The mounting plate has three holes to fasten the plate to the bumper, two on the bottom and one in the middle at the top.
Is there another way to mount the license plate bracket rather then drilling another hole in the middle of the bumper?

if you remove the bumper plugs there are openings for the bracket to attach securely to the car:

The two screws in the plate bracket (47 and 46) hold the plate holder (10) in the holes covered up by the bumper plugs (11)

Have 98 3.0 CL the front plate on that bumper has some sort of brackets attached underneath the bumper. It's rock solid can't find them at the acura dealer they give me the same schematic that you showed.

Maybe the screws are loose or they are the wrong type. The ones I've seen barely move around...
