Power Steering pump rebuild question

Power Steering pump rebuild question

Have a question,

I noticed a leak from the back cover of my power steering pump. So I will need to replace the seal. I have a spare pump laying around so I replaced all the seals in it.
( followed Rockstars DIY - 105 Power Steering pump Overhaul )

the back cover needs to be torqued down to 14ft. by doing so, it stiffens the pulley where its almost impossible to turn by hand.

Should there be some resistance on the pulley when spinning by hand after the bolts are torqued down?

isnt there a recall for the power steering because they tend to leak?

there was a recall for the o-ring which I changed out a couple of years ago.
If there is a recall for the PSP I dont think at 156k miles the dealership would honor it.

im embarrased to even say this but, I realized there was a smaller o-ring stuck inside the "side plate" which I thought I replaced.

I removed it with a small pick and replaced. Now im able to put the back plate on and screw it down properly.
