Power Steering issue?
so when it's really cold (lower than 30) in morning, my car sounds like it's got a super charger on the passenger side.
I've checked the power steering level, and it's above the low line.
when the car is warm or parked in a heated garage, the noise doesnt happen.
what should i check next?

have you had the power steering o-ring recall done? get your VIN and call the dealership that it's been serviced at and find out.

^i would still call the dealer and give them your VIN just to make sure. they'll be able to tell you in 2 minutes.
also, check the power steering hose area on the top left hand side of your engine block. do you see any residue or signs of leaking around/underneath?

past experiences with POS trucks lead me to believe this is a Power Steering noise. in fact the noise increases as the steering wheel turns.

i'll replace the o-ring this weekend just as a precaution & check back.
i didnt see any bubbles in the res cup, but i was only checking when the car was off.

^^^ yeah try with the car on....i can almost bet you will see the bubbles...

check the o-ring as the people above mentioned...
have you changed out the PS fluid yet? if you are getting a noise, maybe the pump is getting starved of fluid? i know you mentioned the level is fine, but i would change out the fluid in case there is debris lodged somewhere... i'm all about trying the cheapest thing first...

I replaced the o-ring this morning with the new orange rubber one. Started the car up and it whistled for a quick second then went away. Probably had some air still in there. My original black I-ring was wedged in the pump, and wasn't on the nose of the tubing.
I won't know for sure if the problem is fixed, since we've been having some unusually warm weather lately for January. However, I'm pretty sure my problem is fixed.

As Sharksbreath says, I too would call the dealer to run the VIN to insure the recall has been done. Two reasons:
1. The orange O-ring is part of the recall, but yours wasn't done. Not conclusive since many dealerships seem to skip this step;
2. CPO is just as likely a pencil-whipping excercise as an actual inspection and correction of issues. We've seen it time and time again that a CPO inspection is barely worth the paper it's written on.
