What year TL?
A number of TLs were recalled for replacement of the power steering hose and o-ring. See if your car is part of the recall (search "power steering hose recall" for the relevant threads, or check the 3G Garage).
a) If your car was recalled, but the recall was not performed, have it performed.
b) Also, a number of members had the recall work done to their TLs, but the techs reused the black O-ring rather than the orange O-ring that came with the hose replacement kit, and some of those members had the PS noise problem until they installed, or had the dealer install, the proper orange O-ring.

o-ring on the inlet of the p/s pump.. get the orange one. Takes all of 5 minutes to replace it, just get a long neck socket or a snake to access the bolt to remove the inlet hose. Basically the old o-ring is contracting in the cold, letting air in.. you can verify this by removing the cap on the ps reservoir with the car on while it's whining.. you'll see bubbles come up.

I have a 08 TL and ran into severe trouble with the power steering this past summer; had a terrible chainsaw like noise when starting the car and was get better while driving then would hear it when turning the steering wheel in any moderate to sharp turns

open up the hood to find I had no power steering fluid left; brought the car in three times to my Acura dealer and examined the car, couldn't find a leak anywhere and refilled the fluid and sent me on my way like there was nothing wrong with the car

Fluid kept lowering so I knew there was a leak somewhere and it became a major safety concern

On my fourth trip back, when threatening to report them to Acura and getting legal counsel involved they kept the car for three days; finally found the leak in the rack and pinion in the the steering gear box; they replaced the steering gear box and all its components and I haven't had a problem now for about 4 months

Not sure if this is exactly your problem but thats what happen to me with the power steering on a car not even a year old at the time; Acura just hating to admit there was a major mechanical issue with a practically brand new car because all Acura dealers, especially mine, gave me the arrogant, all Acura's are made really well story and so there couldn't possibly be a problem!!!!
