For 2004 TL do the side view mirror control button and the heat button for the side view mirror light up when the vehicle headlights are turned on? Also do the emergency blinker button above the NAVI light up with the vehicle headlights turned on?

Yes as to the mirror joystick button.
The "heat" button lights up only when depressed to turn on the mirror heater, whether the vehicle lights are on or not.
