How to install this?

How to install this?
It may be simple, but do I need to remove the metal part to install the cover? I tried to just clip the cover but it does not attach securely.
Any help will be appreciated.

You have to take the door liner off and get at it from the inside.
Look for door liner removal threads here:

After the door liner is off -
. Hopefully self evident.
