from what is this bolt above the oil pan drain bolt?

seen in the attached photos, looks just like the oil pan drain bolt. when i bought the car it had a slow leak from there. I bought a crush washer for it that i'm planning to replace but can't figure out what that is for.

I don't see anything leaking from that bolt? It could be the fill level bolt
