If you're installing a full hid kit, you'll need to remove the whole bumper and mount the ballasts somewhere.

are you using a relay?

Its in the cars manual if you have it, turn the wheel(depending on the side your working on), remove the few clips on the plastic wheel guard and it gives you access to the fogs. I would recommend using a Relay kit since it reduces the chance of flickering and adds maybe 5 mins to the process. I mounted my ballast using zip ties and you do not have to remove the bumper albeit it might make it easier.

it was super easy to install the hids in the fog lights by removing the wheel guard plastics...only thing is i need to get a relay....due to flickering of the hids...so anyone out there looking to do this should get the relay harness as well...

I have a brand new H8 relay harness I can sell you. It's beefy and yours for $20.

Did you reuse the same lens/lower grille assembly or mount something new with a better light pattern & range?
