I recently had my drivers side heaters replaced because they failed. Now my passenger side is not working properly. I took it to the dealer and later in the day they called that there is nothing wrong. What is happening is on low you can sort of feel the heat but put it on high and it never gets warmer.
Their explanation was they tested the electrical signal and there was one so there is nothing wrong. I asked if someone actually sat in the seat and they said yes but I told him I didn't believe that because there is an obvious difference between how hot the drivers side gets compared to the passengers.
So I showed up and told him to sit and tell me if it gets hot, because the high setting gets pretty hot. Of course it didn't. He said they will look at it again tomorrow because since it is certified, if they send a heating element back and they determine it is not faulty the dealer is on the hook for the cost. I don't see how that should effect getting it replaced. It is not working right, I have a warranty, I do not care who pays for it but you are responsible for fixing it.
