Heat & no heat...

Ok, so I think I deduced it to the:

Water Valve Assembly On the heater core water inlet hose.

At times in the past sometimes the car would produce very little to no heat (once warm) and then later start producing heat. System should be air free.
Also the Auto setting didn't seem to work so well when fall came producing proper warmer cabin temps. Worked fine in summer(probably cuz just blasted cold all the time and slowed fan to compensate once cooled down.

Anyway so today I thought I try to manually move the arm on the Water valve. It was very hard to move by hand then finally moved. I turned it (looking from front) as far as it would go clockwise. Had NO heat. Drove 20 mins like this...KIDS and i Froze! haha

Fumbled with it and it seems it has a range from like 10:00 to 3:00 and somewhere near 12:00 it produces heat. Far either way and no heat. But i'd assume one way is full open and other is full closed?

Also there is a blue sheathed cable attacted to it that doesn't seem to move regardless if I have heat at HI or Low temp. Whats the blue line for? AUTO only? As the heat ouitput seems to change if i manually adjust it but the water valve assembly doesn't seem to move?

Also do I need just new water valve assembly or whatever controls the blue line too??
