Headlight or headlight control unit

Headlight or headlight control unit
all the lights in one of my headlights do not work. no highs, no lows, no fogs...
can one determine if the issue is the headlight or the headlight control unit?
headlight control unit $175, headlight $450. i would rather not experiment with this much money is involved. i don't want want to plug in a new headlight, that i won't be able to return, if the control unit is the issue.
the failed headlight gets moisture in it when is raining a lot. in summer the moisture goes away. in the winter it shows up again but has previously worked fine.

Did you check the fuses.?
