Headlight Adjustment problem

Ok so I was trying to readjust my headlights yesterday and well the passenger side moves up and down but the driver side won't move at all! any suggestions? I have a 3G TL

get a bigger screw-driver. If it doesn't work the tab may be broken...

the tab is turning but won't adjust up or down at all....

also when I put the high beams on it doesn't want to work, just the passenger side works any suggestions guys?
