is the little green key light blinking when trying to start? It could be the immobilizer/anti-theft system cutting fuel to the car.
where did you get the fuel pump from?

it could be a bad fuel pump... out of the box they can be defective! But the main thing is knowing if the green key symbol is coming on first to know if the car itself is cutting fuel.

Are you 100% sure that fuel pump is good? Like csmeance wrote sometimes new parts don't work.
How you know fuel doesn't get to rail? Did you disconnect the hose and there's nothing coming out?
Well then the only thing left is that you have a clogged line somewhere, or kinked flexible line. No other explanation. Maybe try taking the fuel line at the pump off and see if it actually pumps.
