Anyone know if the frame/molding surrounding the front grille (part #4 in the pic below) can be removed/installed without taking off the entire bumper? Step-by-step instructions from the Haynes/Chilton manual would be even better

No it cant. The bumper needs to come off. Those little clips on the backside of the trim that you can see in the picture snap into a portion of the bumper on the inside.
