Foglight dirt in housing

Foglight dirt in housing
Quick version...it appears I have some ? dirt in the foglight housings (these are the 03-05 Accord foglights and were installed in December 2010)- not sure how it got there and now I have Cree LEDs in there- they light up fine, but when the lights are off the dirt is a little ugly:

I know these are sealed units and there's only 2 options:
-remove bumper, replace light housings and be done with it
-try to clean it using a gloved finger or cloth in the housing to rid the dirt. Has anyone had this happen and any good fixes for it? I have X-Pel film on the front of the lens which may be giving it the 'speckled pattern'. I'm looking to get rid of the dirt on the floor of the housing.

I beg to differ, clearly. 
I've had that happen to cheap fogs before. One broke and the other got dirt in it. Ended up cleaning them up and replacing the glass by a plexi. Sealed them up real good and never had issues even when fully submerged in water...
