Engine surging at low speeds

MY 2004 acura tl has a surge problem. At speeds between 20 and 6o mph is feels like it loosing power but if you punch it still has get up and go but at steady speeds it surges. it start and runs goods on the interstate but at lower speeds is when it act up. From reading the posts is it the APP sensor or something else. Do not want to waste money. Any help wpild be appreciated

These surging issues seem soooooo common on the TL's its pretty crazy. My 08 Type S 6mt has some surging issues and the dealership cant figure it out. It sucks having to throw money into the car but from the research I have done it seems like the APP sensor would be the best bet to start off with. My wife has a 04 Accord that has some identical parts and I did some swapping to try and eliminate some things. I tried new plugs, swapped coils, tried driving with 02 sensors, knock sensor, EGR valve disconnected individually with no change. I just got back from the dealership and they re-flashed the ECU with the latest software which also did nothing. The only thing I have not been able to do was the APP sensor since its a different part number on my wifes accord. So I would have to drop 100+ dollars and probably not be able to return the part.
