Dealer service or ripoff?
Rec. for brake fluid- 3 years or 30,000 miles in general because the fluid can accumulate water over time (fluid is hygroscopic- attracts water)
PS fluid is discretionary- I had mine done ~ 85K miles, but it's not truly part of routine maintenance.

Brakes yes, power steering yes. Both these systems can be destroyed by moisture. The rear calipers in these cars are known to seize, flushing the fluid can help to reduce this problem. Power steering racks are not cheap and replacing the fluid is a good way to prevent problems. Both of these services can be done by novices in a short amount of time for very little money. Buys some fluids and a power steering reservoir and swap out the fluids.
The PS fluid is not addressed at all on the maintenance schedule, but some people do it just in case, if not done during the PS hose recall.
The only way to know if you're being hosed is to know 1) if either service was done within the past three years, and 2) how much the dealer wants to charge you for each task.

I just got my type A done at the dealership and they 'recommended' the same thing - brake fluid flush - the "fluid appears dark so should be changed".
I will get it done on my next service...they charge $100. (Canadian dealership).
