cracked bumper type-s

some guy hit my front bumper and now i have a crack in the center from the other guys hitch on the back , is there any way to fix the crack or do i need a new bumper?

Cracks usually = new bumper. But, the other guy is paying for it, right?

around 300 for bumper, 200 for paint and install.
