a/c compressor clutch
I don't know if there are any common AC compressor/clutch problems on the TL, but generally when I've had an AC clutch that wouldn't engage, it was either low on freon (leak somewhere) causing the pressure switch to disable the compressor, a bad compressor clutch coil, or an electrical issue (blown fuse or bad connector). Freon leak would definitely be my first guess, and it's easy to check with a pressure gauge. With all the old cars I've owned, I've come across lots of AC problems. :-P

Like nfnsquared said. Search. More than enough discussion on this already. IMO very common problem as Honda/Acura cars get older. Here's a google search directed back at Acurazine that will have many links.

TL;DR - If your fans come on when you switch on AC it's not a charge issue and probably A/C clutch/coil, relay or wiring in that order of likelihood.
