05 TL headlight going out

05 TL headlight going out
When I start my vehicle with my headlights on, the passenger side headlight shuts down and then when the car starts it turns back on again (it blinks), periodically the passenger headlight will stay off till I turn off my headlights and then back on again.
I replaced the ballast, ignitor, and bulb. This is still occurring.
I pulled the ECU fuse, battery fuse, battery back-up fuse and passenger headlight fuse, and then replaced them after 1 hour to reset the electronics. This still occurs.
What is causing this?

Check your grounds on the passenger side

These are all the grounds for the TL?

I checked the battery with a multimeter with the vehicle off and it was producing 22-30ma if this makes a difference.

ThE headlight ground. You will likely have to remove the front bumper to see it

The service manual states it is to the left front fenderwell. Picture #1.
Anyone have an actual picture of where the ground is located?

The grounds are below the HL, 2 per side. If your high beams are working then your grounds are good too.
Your right headlamp relay could be defective. By pass the relay and power the right hid straight from the battery. If it's still acting up then you'll know for sure the relay is bad.
Pull the right side hid fuse (15A) and power the terminals (2) with a hot. One side will power the right and the other side will power the left hid.
Your hid relays are build into the under hood fuse box. If the relay is bad then replace the under hood fuse box. Salvage parts will do.
Work Around
Add a relay to power the defective relay hid side and use the good hid side to trigger the work around relay. Now both hids will work as it should... Normal. If you are doing it this way remove the hid fuse.
