04 6 speed manual making whining noise when idling or driving

I'm going to try and get a video up with the sound of it, but as of recent (has been cold here in pennsylvania too), there has been this REALLY annoying whining sound coming from the front of the car. It doesn't always do it but it is consistent from the moment I turn it on to when it's driving.

Any clue or what should I be looking for? I did notice my coolant and power steering fluid were running low, so I topped them off, haven't had the chance to drive it since adding the fluids, will make another run during lunch time to see if it's still behaving in the same way.

If it's doing it when idling, open the hood and try to identify where it's coming from. It's likely something belt driven. Put your ear next to the alternator and power steering pump and see if you can identify it that way. The belt itself may also be the culprit. To test for that, spray just a bit of water on the belt and see if it goes away. If so, it's your belt. The water method doesn't solve the problem obviously. It just provides a bit of lubrication temporarily in order to diagnose the problem. If it's the belt, I recommend getting a Goodyear Gatorback belt. They're specifically designed to eliminate belt noise.
