Why reset PCM after mods???

I was wondering what exactly resetting the PCM after a modification does? I thought our computers were constantly monitoring and "learning" as things change, regardless of a reset. Any thoughts?

I believe since it's starting from scratch, it learns and fully adjusts to the mod quicker.

the reset causes the computer to instantly learn your mods so you feel it when you put them on. If you don't reset, then you will feel you mods kick in a little bit more slowly.
