Noob question Stage 3 exhaust?

Noob question Stage 3 exhaust?
I'm looking into doing a stage 2 exhaust on my TL but when researching the topic other TL users say go stage 3 or nothing at all? Whats the difference between stage 3 and 2? Will going to any of these Stages affect my emissions test? What do I exactly have to do, to get a stage 2/3?

Just did the Stage 3 this week and I have no regrets at all. It's not very loud and sounds very nice.
