If you get a Jpipe with 3rd cat delete then your car will not be street legal. As far as I know though the only way having no 3rd cat would cause you to fail emission is if they do a visual check. Otherwise you would still pass by the sniffer method and computer hookup method. Your car wont run like shit with those mods, your just doing to notice different sound. Performance wise some guys here swear by the jpipe as being the single best performance mod, but from my experience you wont feel a thing. Your mind will make you think the car feels faster. I had a jpipe on two Type S's of mine and I thought low end power felt better with stock exhaust setup....but thats just me and others will disagree. I personally felt happier with all that money in my bank account.
You be the judge of that though, but to answer your question, your car will continue to run just fine with jpipe and catback exhaust system.

Hardly. My res xlr8 is plenty loud. The resonator is tiny. My inspection expired this month with xlr8 jpipe and exhaust. Well see what happens.

J-pipe is much more bang for the buck than an exhaust would be. Don't know what emission testing is like in NJ, but here in Texas they check for engine codes and the integrity of the gas cap. No codes and gas cap is good, you pass. And since the 3rd cat isn't monitored, the ECU has no idea its gone. Passed my yearly test about 2 weeks after I got the J-pipe.

FWIW, the XLR8 V2 made a very noticeable difference in my car.
