I am trying to add some more sound to my 08 TL-S. I did a little research and I found a line out converter, so I am able to have AC output for an amp. I was wondering if this is the good way to go to add an amp to my car. It splices into the speaker lines, and in my mind Iwould think that this would draw power from the speakers. Is there something else that I should use or will this work fine.

Easiest way to to grab the high level outs from the factory amp and splice the amp in between it and the speakers. They 2Ohm so make sure your amp will support both 2Ohm and high level input. (most will) If you're looking for more than just a little more volume from the stock speakers (in particular bass) there are other suggestions.

This paticular device only provides the signal (sound) to amp not the actual DC current (power) to the amp. as geekybiker stated you need to get the line converter to provide the signal the amp needs then you also need to run a power wire from the battery and a ground to the chassis of the car.
