It's forum software by JelSoft Enterprises (vBulletin 3.0.0, according to the bottom). I'm sure the administrators customized it, though!

its not hard to get one up and running, but it's the maintenance that is more time consuming. all this software has been honed for years since forums have been around. the resources are the hard part to get like servers and hosting.
