Where can I get front bumper plugs?

They do... but it's variable wether or not they will give them to you or charge you, and wether they have them in stock. I had a nightmare experience... still trying to get some WDP ones in fact. Dealer wanted $22. When you see them you will laugh at that number for a cost. They are the simplest things ever.
Try asking your salesman if he can ask the service department to grab you some free of charge. That's the best route.

After buying my car and getting my plates, i took off the front lic plate due to the fact it was scratching my bumper.
I took it back to the dealer and asked them about the bumper inserts. They went to the back and poped them in for me free of charge.
They said that they usually just throw them away because they have to put on the front lic plate here in texas. (they also said they got a bunch of them thrown all over the place in the back) so, just go ask. They might give it to youy for free like they did me.

I asked my dealer for them right after I signed the paperwork. In IL, it is the law that they install a front license plate cover before they deliver the car.
The service tech had a drawer full of them in every color so they just handed me a few silver ones.

I would go see your dealer and ask them for it. After all it is part of the vehicle (OEM) and is not designated an option item.

They come with every car and you should have gotten yours free with the purchase. My dealer was nice enough to include them without me asking. On previous Honda purchases , the dealer parts counter always gave them away free after the sale.

You can't assume they are free. My dealer told me they aren't plugs but just perforated surfaces that can't be re-inserted (which was either a sign of ignorance or a bald faced lie) and said they sell bumper plugs after the fact for $22 and that was final.

The dealers that don't have these in stock and will only get them as replacement parts are probably HONEST ones. That's because the plugs come with each TL and these dealers put the plugs in each car sold, like they should. Therefore, they don't have a drawer full of extras. The dealers that can give them away for free are taking them from each new car and stashing them. That's not necessarily for "profit" but maybe just their idea of how to handle it, especially if front plates are required by law in that state. Since it seems that most car owners seem to LOSE everything not bolted to the car (owner's manuals, spare keys, etc., as evidenced by all the missing stuff you never seem to get when buying a used car) maybe that's even the best approach.
