There is a throttle plate but its for limp home mode if the system craps out. Control of the engine under normal conditions is through DBW & VANOS

So during normal use, is the throttle plate held wide open all the time?

I never looked into it.

I have no idea if its held open or is allowed to freewheel depending on airflow. That being said I would think it must be under some kind of positive control since its the fail safe system for the car.
