I did a search and couldn't find a definitive answer. Will the type-s a-spec front lip fit the 07 base front bumper without modification?

 

yes, but if you ask me the base a-spec lip looks better

 

Has anyone done this before?

 

It will fit on the bumper, but it won't be great since the lower part of the front bumper is a lot different and more aggressive on the TL-S bumper than the Base TL bumper, like the wheel arches and that chin in the front. It would look out of place IMO.
