Yes, no matter which a-spec you get. But if you get 04-06 kit it will require some additional "cutting". On the other hand if you get 07-08 one, just make few holes and put them on you will go to go. I believe you need to "cut" some for type-s kit too but dont quote me on that

 

for type-s a-spec lip you will need a whole new front bumber. a type-s front bumper.

07-08 base tl and type-s have different front bumpers. so a-spec kits are not interchangeable
