Some newbie questions

1. Why are my side mirrors tinted blue? Is this normal?

2. Why is there a 1-inch diamater circle on the right side of the front bumper?

1) Don't know, but it's normal.
2) It's a plug to cover where a tow-hook goes.

The blue tint is supposed to reduce glare and for example if someone behind you has thier high beams on, it reduces the bright shine...hope that helps....
