That looks like the result of a shitty repaint. It might have been damaged during transport.
Mine was damaged the same way, and it took me months of fighting with Acura client services to get it repainted under warranty. About an 8" x 3" strip of paint completely flaked off the front bumper in less than 15,000 miles.
They actually replaced the entire front bumper to ensure that the paint would adhere properly. It looks as good as factory and there hasn't been any issue since.
Most dealerships keep records of these kinds of incidents, although mine never admitted to doing so. The theory is that my car rubbed against another on the transporter for miles and miles, causing the damage. The dealership then quickly resprayed it and put it on their lot. There is all kinds of overspray on the plastic underbody pieces, and it only had 6 miles when I picked it up.

If you've never had the car repainted and you're the first owner, I would hope Acura would cover the "shipment rapair" indefinitely.

I've seen this before
I was checking out some TL Type S's at a Socal dealer and we went in the back to look at some newly arrived Type S's on the storage lot. While there I saw a Silver Type S with the same peeling problem. It was located on the driver side rear quarter panel just below the rear tail light. It was peeling just along the seem just like in your photo. Was about the same size to. I pointed it out to the salesman, who was a friend and we both took a closer look. At first we thought the tail light had been installed and caused the peel. Upon closer inspection we could see it wasn't the tail light at all and it had just peeled. Go figure! I don't understand why Acura allows these types of quality control issues to contine. Bumpers that don't match and peeling paint. It goes against everything they built their reputation on.

I had this same exact thing happen to my Accord and it looked the same way. Mine was above my right rear tail light. The Honda dealership agreed to fix it, no questions asked. Good luck!
As for matching the paint, I just went through a 5 week period with the yellow bumper issue. They did admit they had a hard time matching it. I wouldn't expect absolute perfection with the WDP. Mine looks good, but not perfect.
