To set the memory position, it actually says to press and release the button and you will hear a beep. Then you can press the 1 or 2 button to save the memory position. The ignition key has to be in the "on" position. You don't have to hold the 1 or 2 button, just press and release and you will hear 2 beeps to show the position has been learned.
Contrary to what the manual says, on a 5AT you can set the memory position anytime except when the gearshift is in reverse.

I have no idea why it doesn't work except for the fact that something must be broken.
If it is an early 2004 model there is a TSB about seat memory, but that is for losing the settings, not being able to set it.

I occasionally get this problem too. hmm just play with buttons and key. make sure you only have 1 keyfob in range and stuff. Try without starting the car .. and mine sometimes takes multiple pushes to hear beep
