Need help with Type S A Spec Installation

I don't know what tool to use to cut out the bumper in step #4. Anyone know? Thanks a ton.

if its a factory type S then u need to cut nothing, if ur putting a type S Aspec on a base bumper then u need to cut

but yah like the others have said, a dremel works great
