I have contacted American Honda regarding the process of buying
my tl after the lease ends. For purchase of my vehicle, they have
informed me I would not need an inspection. My question is why would
the dealer require me to get either their "multi point certified inspection"($450.) or at the very least the one Honda provides for free if I am getting financed by American Honda? Honda says that if I'm purchasing
my car, the price I pay will not be more than the indicated payoff. So what's
the purpose of an inspection? Something fishy here?

you do not need to do the inspection if you decide to keep the car, you do nothing and continue your payments
