Incentive for 08 TL-S

I'm aware that acura is giving 2,000 cashback and 2.9 % APR. My dealer is saying that its either or. It's either 2,000 cashback or 2.9 %. I thought you can get both 2,000 dollars cashback and also 2.9 %APR. Is my dealer F**King with me?

I have had two separate dealers tell me the same thing, 2.9% or the lower price.
