#1 - You can't.
#2 - 3G TL doesn't use the fobs this story is talking about. They are talking about the keyless entry/starter fobs that are constantly transmitting and work off of proximity to the vehicle.
If you really want to prevent abuse, destroy your remotes now and just use the key only.
