This clears up the confusion I highlighted in your original post. Since you're new here and a new owner of the 3rd gen TL, I highly suggest you take some time to learn more about the basics about this vehicle. Know the difference in year to year, and know the differences in base to type-s.
Starters, the TL you show is a Type-s. The type-s came out in 07-08. The kit you see is called the A-spec kit. It is the factory kit. Not to be confused with anything aftermarket, but the oem kit comes painted from factory with hardware. None of the aftermarkets do. There are differences in the A-spec kit from 04-06 to 07-08 base and 07-08 type-s.
You CAN install that A-spec lip over your 04-06 base bumper with minor cutting needed. You will need fog lights (harness, switch, bulbs and housings) if you want to fill in the fog light holes. Depending on your color, you may or may not be able to find the same color. Also, some 04-06 colors aren't used for the 07-08 base or type-s. A lot of the colors for the A-spec kit have become discontinued...
Before you ask any other questions, please do an extensive research on all of this. Acurazine has a vast amount of information, as long as you take the time to research and read. These questions are usually beaten to death, so finding "how to install this lip on an 04-06" is simple. Finding who sells these is also pretty simple. Finding why oem is better than aftermarket, is also simple.
As a suggestion, if you use Google - Type in your question and add "ACURAZINE" at the end. It will yield results from this site. I would highly suggest you don't ask questions on any of the Facebook groups, since most are new owners with a ton of false information and misguided how to's. Last tip I will provide you is The A-spec kits are very VERY limited now. If you have the funds, buy the entire kit.
Last note to make. Under the A-spec lip in that picture you posted, it seems the owner is using some form of a WRX front lower splitter or something completely custom.
