Heater is off

but still gives heat........

The TL has a temp sensor in the drivers seat - it could tell you were still cold...

Yes the Artificial Intelligence in your nav system adjusts the temp automatically for you.

You have to adjust your temp. to what ever you want...even is your climate control system is off it still must blow air in your car and you can control that temp. So set it to cold and see if that fixes it or whatever temp you want. Not sure if this is the issue you are talking about but hope it helps.

You turn off the Climate Control, but still allow outside air coming in? I know in some cars, if doing so, you should feel heat from vent when your target temp is much higher than your inside temp.
