driver is definitely higher than passenger.
If you want to know EXACTLY how to aim them without needing the dealer, all you need is a tape measure, level floor, and this as your guide, straight the DOT:

^check out www.theretrofitsource.com and grab a set of ZKW-R lenses. they will greatly improve the cut off line. instead of a sloppy/mushy line it'll be sharp/precise and more focused.

Projector headlights have a very pronouced cut off, basically the top of the light beam. With a decent projector it is a very sharp line, if you look the pic you can see the driver side headlight is way higher than the passenger headlight, it should be level or just a little below so you don't blind oncoming traffic. Look at an old car with reflector/refractor headligths, it's kind of a blob of light with no distinct cut off. Cut off is way more important with HIDs as they put out 3000+ lumens compared to 1000ish for most halogens.

If you look along the top of the horizontal 'line' that's formed from your headlight output you'll notice that it's blurry. This is normal, and actually implemented from the factory. This is done because the vehicle does not have auto-leveling headlights. Because of this, they make it blurry so that when you go over bumps the person in front of you doesn't think you're flashing your high-beams at them. The 'blurryness' makes it less harsh when look at your lights through mirrors.
This. The lenses themselves is what will make the cutoff clearer. ZKW lenses make a night and day difference.

OP, your driver's side headlight is way high, and your passenger side actually looks a tad low. I wonder how that happened.
Also, I think headlight haze and/or camera trickery are the reason the cutoff looks so bad.
Here's mine for reference on what the aim should look like and what the stock fresnel lens cutoff normally looks like.

I replaced my bulbs with Philips DS2 bulbs from HIDBulbzrus and i noticed that my driver's side was high and passenger side was low... I was going to let it go, but then i saw this thread I guess I am going to adjust them tomorrow after work.

Yeah I had to adjust mine and it was pretty easy. Also I left my pass side up a little higher so I could see road signs / animals on side of the road easier.
People in front of me might get pissed but I never get high flashed from oncoming traffic.
Park 25 feet away from a flat wall on level surface and measure. I didnt' measure, just kind of eyeballed it.
Then I go by traffic. I go up a little at a time, still no high flashers.
And the zkw-r's were one of the best decisions for night driving you can make. I love them.
