Getting better output with HID bulbs in fog housing?

The 07-08 cars have really odd fog housing even when having a HID bulb the bulb looks almost halogenish when viewed directly on. Compared to other cars with HID fogs the fogs in our cars are weird.

Could it possibly be the metal thing inside the foglight that surrounds the bulb? Anyone ever cut that off?

you mean the reflector? Its there to reflect the light to actually make it a relatively useful foglight. That should be what is setting the angle the light is going. If you just want another very low headlight though, i guess you could cut it.
