I'm not in a state that requires a front plate, but I can tell you that you get a front plate kit for your car. It seem to mount from the lower grill. I don't think you drill any holes. I tought I was some posts about this and saw someone say that there is no hole drilling required. but don't take my word for it.

i live in a state where law requires a front plate, however you don't need to attach it to the front of the car. i recently bought my TL and i'm going to just keep my plate in dash. the TL comes with holes for the plate and also comes with plastic plugs for those who do not wish to have their front license plate mounted.

The holes in the front bumper are already drilled or molded in. Two screws go from the frame in the bumper to hold the frame. If you do not want to put a frame, two color matching plugs comes with the car which you can put flush in the holes.
