Well do you want to drop in HID's or just replacement bulbs? Cost and light output between the two is considerably different. If you want to do HID's and match your OEM headlights, make sure to do 4300K. Many people on this forum opt to get higher KELVIN bulbs, which give you a bluer light output, however less "lumens" (useable light on the road). The best balance between color output and light output seems to be 6000K IMO but some have gone to 8 and 10k and seem to be happy as well.
I have 6k on mine top and bottom and definitely notice the drop in light output from the stock 4300K but its bearable.

You want to match factory 4300K?
Get Nokya Arctic White...they will actually be bluer than stock a little bit. Don't expect actual road output. They are definitely better than stock.
Change your stock HIDs to 6000K for the ultimate white (with a blueish hue) color.
I'm personally running Hoen Endurance Fog Bulbs, and I love them, very very yellow color, and it looks yellow from all the angles.

Installing HID is also simple, but I would run an independent connection, since you do want to turn them on whenever you want, with or without the headlights.
I stay stick to bulbs for now, it's cheap, 10-20 bux for basic fog bulbs. And then once you upgrade your HID, you can go with fog's hids.

I've read that certain bulbs require a different harness so it won't burn the plastic. Is that true for that type of bulb? I've seen people with yellow bulbs like the IS or GS for lexus. I want that look. Do you recommend bulb or inlay?

As long as the bulbs are H8 with a 35W draw you'll be fine. The Nokya Yellow mentioned above, sounds just like what you need. $20 - $25 to your door.
On Ebay Search "Nokya H8 Yellow".

thanks in advance. I read the "frying the harness" in those threads. I've seen people post pictures of the fried Fog/ bumper part. Don't want to do that.
What do you think about putting an insert: i.e. :
