To Epoxy or not to Epoxy. That is the question.
Has anyone tried epoxying the headliner? Does it REALLY work? If so.. which one did you use? http://www.epoxy.com.pk/product.htm
Can this sh*t really hold 6000 lbs at 300 degrees F ???
let's call this thread ASB #001. Aggie Service Bulletin 001.

epoxy is quite a strong adhesive.
ive seen it used anywhere from protecting the identity of a guitar amplifiers circuitry, coating the engine mount of a gas-powered R/C plane (fuel proof substance), to fixing a cracked neck on a gibson guitar.
its strong stuff. strong enough to hold up a headliner if you have a good base to glue it on. i dont know how well gluing it directly to flat metal would go.

When you epoxy the top half to the metal frame, THEN you press the two pieces together. When you want to separate them, you just pry them apart like any velcro closure.
The only thing you should have trouble getting off is the top piece of velcro, and that is as it should be.

I guess in this case you should let the dealer get you some new velcro. Then, if the sticky stuff comes loose, you can always epoxy the velcro piece. I guess they made it easy to separate in case something went wrong with the sunroof mechanism, which would make it necessary to remove the headliner.
