Does rear A-Spec kit cover lower half of rear bumper?

Hi all, just received a 04 Tl AM as a gift. I want to order the Aspec kit, but not sure if I should repaint rear bumper prior to installation. The lower half- below the rear bumper crease- has scuffs, paint chips, etc.. Im hoping the rear kit covers it up so I don't have to repaint. What do you guys think?

Short answer: yes

The rear lip covers the area below the ridge. Essentially the bottom half.

Kinda depends on the scuffs. Personally I had a nasty one on the side right at horizontal line that separates the bumper from the quarter panel. In order to guarantee it was covered 100%, I need to get the rear lip right up to this line. In order to raise the lip up to the line, I had to shave off the corners of the bumper at the wheel well. After doing that, and modifying the bracket holes to lift them slightly, everything worked perfectly.

The shave:

The scuff:
